WFS basic data

Examining the CITE wfs data for basic WFS, I notice that it is expressed as WFS-T, which therefore presupposes that the tested site is implemented as a WFS-T that can transact on the data... sort of a catch-22 if only a basic WFS is being tested.

Is the test data available in any other widely-known format? Or are there any recommended translation tools? FME's UT seems to only partially convert the GML, and as such, my "confidence" in the conversion's veracity is low. Elsewhere on the OGC cite, there is "test" data in SQL, but it does not seem to contain the WFS certification test data.
