Technical Committee Policy and Procedure Motions
Best Practice Motion: Full e-vote now required
Beginning April 1, 2008 all Best Practice document motions will require a full e-vote procedure. Such a motion shall be made by a Working Group to the full TC and shall be endorsed by both the TC and the PC. The voting period shall commence on a date agreed to by the document authors and will last for a period of 3 weeks.
- Reason: So that we do not cheapen the value of an OGC formal endorsement by instances of ill-considered Best Practice votes, or at least putting in a requirement for an early announcement of the intent to go to a Best Practice vote in the TC.
- No IPR review is required
- Only TC Voting Members may vote.

Revisions to the TC P&P
- Made the definitions for a Best Practice document consistent
- Removed any indication that a Best Practice has any more likelihood of becoming an OGC standard than anything else.
- Replaced the Interoperability Program Report definition with the Engineering report definition.
- Made sure the section on Corrigendum reflected the decisions made at the Milan TC/PC meetings.
- Added matrix of vote types and who can vote by vote type.
- Added some additional clarifications related to the new Individual Member category
- Added clarification as to who are charter members for SWGs
- Added additional information regarding SWGs and voting.
Revised TC P&P Motion
The TC and PC approved release of the revision to the Technical Committee Policies and Procedures (Pending document OGC 05-020r11) as the official OGC TC Policies and Procedures replacing the current TC P&P.
There was no objection to unanimous consent.
Revised Review Board P&P
The TC and PC approved release of the Review Board Policies and Procedures Revision [OGC 06-012r2] as the official RB P&P and that this document replace the current version on the OGC web site.
- The Review Board function is to be the final forum for arbitration of issues in the OGC process that cannot be resolved using the normal policies and procedures
- This version of the RB P&P removes RB involvement in the approval of Interoperability Experiments.

The TC and PC approved release of OGC URN Document 07-107r3 as an OGC Best Practice and deprecate the OGC 06-166 URN Discussion Paper.

This is a follow-on to the schema discussion regarding Corrigendum
The TC and PC approved an OGC policy change that obsolete XML schemas, meaning those changed by approved corrigenda, be made invalid by:
- Making all XML Schema Documents invalid (not just top document)
- Inserting in each XML Schema Document un-bracketed text before the root element <schema> which:
- States that this XML Schema Document has been deliberately made invalid,
- References a document explaining the reason, and
- References the current schema location

Coordinate Reference System WG Motion
The TC and PC approved release of an E-Vote for adoption of OGC 08-015 Topic 2 Spatial Referencing by Coordinates as revision to the existing OGC Abstract Specification Document
- OGC 08-015 contains contents of ISO/TC211 International Standard 19111:2007
- Pending review and hosting by OGC staff

CRS Domain WG Motion
The TC and PC approved release of Topic 2 Change Request (CR) - Correct Grid Cell Terms (OGC 08-010), as change to new version of Topic Volume 2
- Requests minor edits and correction of Topic 2 UML model for select attributes of Image Datum Class (Tables 39 and 40)
- Minor wording changes requested by various CRS WG attendees during the review of the CR. Will make changes to the new Topic 2. Will add change notes to the edited Topic 2. Contact OGC JAG about these changes to Topic 2

CRS Domain WG Motion
The TC and PC approved release of Abstract Specification (AS) - General Reference System (OGC 08-008) as an OGC Discussion Paper
- After appropriate changes requested by CRS WG are made:
- Major Change: Make UML Model of this new Draft AS stand-alone as possible (less integrated with Topic 2 UML Model)
- Re-use as appropriate the UML model classes (and attributes) of Topic Volume 2 and other AS documents models as much a possible
- Minor wording edits as appropriate

The TC and PC approved release of 08-001 "Loosely Coupled Synchronization of Geographic Databases in the CGDI" and 08-002 "CGDI GML Best Practices Engineering Report" as an OGC Discussion Document

GML Domain WG Motion
The TC and PC approved staff taking an action to coordinate with ISO/TC 211 to address the new capabilities of spatiotemporal CRS (ISO 19111:2007) and parametric CRS (ISO/DIS 19111-2) in revisions of ISO 19107, ISO 19108 and ISO 19123.

Geometry Ad-hoc Motion
The TC and PC approved the JAG facilitating submission of the following comment to ISO TC211 regarding their NWIP for Revision of ISO 19125-2, Geographic information - Simple feature access - Part 2: SQL Option:
- Fix the problems identified in Clauses 3.1, 3.2, 3.3, 3.8, 3.9, 3.10 and 3.14 of ISO/TC211 N2364 (OGC 07-136r1), "Spatial Harmonization Opportunities".

OGC Location Services RWG
The TC and PC approved an electronic adoption vote and IPR review for OGC Open Location Services (OLS) Version 1.3 [OGC 08-028r1]

Web Coverage Service SWG Motion: WCS Corrigendum
The TC and PC approved release of WCS 1.1 Corrigendum 2, consisting of pending documents OGC 07-067r5 and 07-066r5, which include three small additional changes from OGC 07-067r3 and 07-066r3.

CityGML
Currently out for Public Comment
There will be a 3-D Information Management/BIM with a CityGML focus Interoperability Day during the OGC Meetings in Potsdam, June 2008
Based on comments received during the public comment period and a review by the OGC Architecture Board, the target date to release CityGML for an adoption vote by the OGC membership in the May/Jun timeframe
Harmonization of geo-referencing metadata
Formation of an ad-hoc working group to harmonize geo-referencing metadata for unrectified images
- Harmonize this in Web Coverage Service (WCS), SensorML, GML, GMLJP2, IGM, ISO 19130, and others
GML 3.2.1 Standard Revision
Accepting new Change Request Proposals for GML 3.2.1 until the end of September 2008 TC meeting
OGC will announce this solicitation for Change Request Proposals publicly with the cut-off date
GML 3.3 will be fully backwards compatible
Sensor Semantics Community of Interest
Will set up a RDF-based Semantic Dictionary framework with web page and web services interface

Workflow ad-hoc
The Attendees of the Workflow Ad Hoc recommended that the OGC Technical Committee form a Workflow Domain Working Group. There was no objection.
The Attendees of the Workflow Ad Hoc recommended that the OGC Technical Committee approve a call for Participation in the Creation of a Best Practices Paper for a Conflation Web Processing Service
